Yeah, we have this whole team of people tasked to take the stupid ideas the Usability Center throws at us and put together Detailed Functional Requirements (the dreaded DFR) for the developers - only to be told midway through the development, "Change this and this and this in the DFR. The developers can implement it in time."

Did I mention I work in a government office? :)

Wow, so do I - (are we both Feds?) - but I think it's a universal aspect of programming/applications development, Rach says the same thing.
